The tunnel is owned by Rijkswaterstaat, the National Government. This wall has no legal status within and isn’t being managed by the municipality of Amersfoort.

It is allowed to paint on the bicycle trail. On the trackside you could receive a ticket, what already happend last year in 2021. Strangly enough, people walking their doggies, hiking or jogging and that seems to be allowed.
